Annotation: | Introduction: the article considers peculiarities of closed administrative-territorial formations (ZATO) functioning through the prism of three blocks of legal relations connected with the restriction of citizens’ constitutional rights and freedoms, with the peculiarities of ZATO socio-economic development, and with the protection of state and public security. Purpose: to characterize problems of legal support for ZATO regime and to identify directions of the further development for ZATO. Methods: a complex of general scientific methods and approaches is used: system, dialectic, genetic, structural functional, induction and deduction, analysis and synthesis, abstracting, concretization, etc.; also the formal legal method is used as a specific scientific method. Results: the main problems of the ZATO regime implementation are revealed, the future development of the legal maintenance of this regime functioning is specified. Conclusions: to overcome the vagueness of the legal regulation of the ZATO administrative-legal regime the following measures are required: to unify approaches to the maintenance of the ZATO regime; to use innovative potentialities of social and economic development of the closed areas (to use cluster strategies, to attract private business, etc.); to enshrine in law all the categories of citizens entitled by the federal legislation to enter a ZATO area; to define the nature of coercive measures established in municipal acts and applied to a violator of the ZATO regime, to consider their relation with measures of administrative responsibility established in the Code of Administrative Offences of the Russian Federation. | |||||||||
