The article «Basic characteristics of the system of governmental authority» is devoted to the essential features of authority. Conceptual basis of its content consists in the following notions: «unity», «concentration» and «volume» of authority. In science unity is defined as integrity of governmental authority in mutual connectedness of its content and form. So the notions «unity» and «integrity» of authority factually are identified. This approach in certain conditions may be acceptable but with some clauses. Because integrity is more general notion. It reflects qualitatively defined stability of authority, possibility to save its main characteristics in varying conditions of the environment. That`s because numerous researches are devoted to the analysis of the characteristic of integrity. At the same time mutually complemented concepts of integrity, activity, stability, connectivity, cyclicity, self-organization and some other approaches, studied within the theory of the systems, are also very interesting. All of them are considered as a type of the «filler» of the category of «integrity of the system of authority», focused at the idea of unity or mutual connectedness of the content and form of authority but not limited by it. Important sides of unity are concentration and volume. The latest is the spatially-temporal concretization of essential characteristics of authority which possesses publically legal expression. In these sense concentration and volume play a role of constitutionally objectified parameters. Because of that they are considered as of the integrity of structurally functional organization of the system.
