Introduction: the article considers certain aspects of public administration in the sphere of ensuring financial security, provides analysis of the legal nature of financial security objects, and defines the measures to protect them. The study is focused on some law enforcement problems caused by the lack of effective legal regulation of the mechanism providing financial security. The paper analyzes domestic financial legislation on the issue in question, as well as foreign experience in the application of financial security measures. Particular attention is paid to the issues of risk identification in the process of financing federal target programs and problems of financial and legal regulation of public-private partnerships with the participation of small and medium-sized businesses. Purpose: to provide insights into the objects of financial security and threats thereto; to define the specific features of budgetary-legal mechanisms for providing financial security; based on foreign experience, to identify the problems associated with the application of financial security measures. Methods: formal-logical, analysis, comparison, synthesis, generalization. Results: analysis of signs and legal nature of the financial security object; substantiation of the conclusion that financial security measures are applied depending on the specific features of financial security within a particular subbranch of finance law; formulation of the main problems in the application of financial security measures in the budgetary sphere and proposals for improving the current legislation. Conclusions: the scientific analysis conducted proves that currently the legal mechanism for ensuring financial security in the Russian Federation is weak in confronting the existing threats to the financial (budgetary) system. The identified problems of legal regulation of financial security measures allowed us to justify the need to improve the mechanism of public administration and national legislation aimed at ensuring the protection and security of the financial basis of the state.
