The article analyzes different approaches to the definition of the category «function of the state». The author substantiates the necessity of formation of the definition of the function of the state with the use of a systemic approach. Defended the thesis on structural complexity of carried out by the state functions. A description of the element composition of functions of the state. It is noted that the question of the system of functions of the state initially in jurisprudence was largely formal character. Systematic study of the often substituted with a simple formal-logical classification of the functions of the state on various criteria for individual species. Provides an analysis of the works of the foreign authors on the issue of the functions of the state. Under the functions of the state proposes an understanding of the social relations, which are covered by a specific direction of state activity (e.g., economic, political, socio-cultural relations in the sphere of public order, defence, etc.).According to the author, the objectives of the functions of the state are the results, which should be received in the process of their implementation. Methods of implementation of the functions of the state are defined as coercion and persuasion, incentives and restriction, which in turn are expressed in a set of appropriate methods of impact - punishment, promotion, bans, enforces, allowing etc. Indicates that the set of these methods is quite diverse, and their combination depends on nature of the performed functions. In conclusion, the article proposes a definition of the functions of the state as a single, relatively independent subsystem of the purposeful activity of the state in an isolated area public relations, carried out with the use of a specific set of methods and techniques of public-legal and organizational impact.
