The article is devoted to the state law regulation the transition of the border by citizens of bordering territories of Russian Empire. On the base of necessary law acts of XVII–XX centuries of the pointing problem, the author came to the conclusion that for bordering citizens, having legal interest on the territory of neighbouring states were established simplified rules of transition the border of Russian State.
