LEGAL REGULATION OF THE STATE INNOVATION POLICY AND THE TENDENCIES OF ITS DEVELOPMENT

In the article, the establishing and the development of the legal regulation of the state innovation activity and the state innovation policy are viewed; the tendencies of this legislation area development are shown, and its drawbacks. This allowed to develop specific proposals and recommendations aimed at the efficiency improvement of the scientific and technical activity management in Russia. The practical implementation of the innovation activity is carried out on the basis of the updated programmed purposeful approach based on the relevant methodical and informative provision, to concentrate the available state resources and private investments within the framework of the federal programs. With no programmed support in the science and innovation development sphere, the probable scenario of the events development in Russia will be the "reducing" of the state research and national education sector; the reduction of the "corporative science" segment which is concentrated in a limited number of the big Russian and transnational corporations; the creation of a minor companies network serving for medium-sized business needs and satisfying the demand of small enterprises for small innovation projects (adopting the foreign technologies for specific conditions etc).
