The journal Perm University Herald was founded in 1994, and in 1999 came out the first issue of the series Juridical Sciences, further published until 2008 (in 1999, 2003, 2007).
As an independent periodical scientific journal, Perm University Herald. Juridical Sciences was founded in 2008 by Perm State University (renamed as Perm State National Research University in 2013), and since 2009 it has been a quarterly scientific periodical.
The legal academics of Perm University being at the origins of the journal became members of the Editorial Board in its first composition: N. I. Gontsov (editor-in-chief), G. Ya. Borisevich, L. V. Borovykh, L. Yu. Bugrov, S. G. Mikhailov, A. V. Moskalev, V. P. Reutov, S. I. Reutov.
In 2009, O. A. Kuznetsova became the editor-in-chief of the journal, and the Editorial Board was joined by legal scholars from Russian and foreign scientific and educational organizations: A. V. Ignatenko (Yekaterinburg), S. V. Kodan (Yekaterinburg), A. D. Proshlyakov (Yekaterinburg), H. A. Siigur (Tartu, Estonia), L. V. Schennikova (Krasnodar), and others.
In addition to the Editorial Board, in 2010 the Editorial Council was established which included leading Russian scientists V. P. Mozolin, T. N. Neshataeva, L. O. Krasavchikova, M. N. Marchenko, T. N. Neshataeva, L. A. Novoselova. V. G. Golubtsov was elected chief scientific secretary of the council.
The Editorial Board of the journal became international when William N. La Forge (USA), Russell Weaver (USA), and Krasimira Sredkova (Bulgaria) joined it in 2015.
Since 2015 the journal has been indexed in Web of Science Core Collection (ESCI).
Since 2016 the journal has been published in Russian and English. It has a full-text English version.
In 2017, the Editorial Board was joined by famous legal scholars V. V. Blazheev, V. A. Bublik, A. V. Gabov, E. Yu. Gracheva, T. Y. Khabrieva.
Since February 19, 2010 the journal has been included in the List of leading peer-reviewed scientific journals and publications in which the main research findings of dissertations are to be published; since February 28, 2018 – with the indication of the branch of science – 12.00.00 "Juridical Sciences" – for the following scientific disciplines:12.00.01 - Theory and history of law and state; history of legal and state doctrines (juridical sciences), 12.00.02 - Constitutional law; constitutional litigation; municipal law (juridical sciences), 12.00.03 - Civil law; business law; family law; private international law (juridical sciences), 12.00.04 - Financial law; tax law; budget law (juridical sciences), 12.00.05 - Labor law; social security law (juridical sciences), 12.00.07 - Corporate law; competition law; energy law (juridical sciences), 12.00.09 - Criminal procedure (juridical sciences), 12.00.10 - International law; European law (juridical sciences), 12.00.14 - Administrative law; administrative procedure (juridical sciences), 12.00.15 - Civil procedure; commercial procedure (juridical sciences).
In 2021, the Editorial Board was joined to the Editorial Council so as to increase the efficiency of the review work.
Due to the change in the nomenclature of scientific disciplines, since 2022 the following sections of the journal have been approved:

- Public law sciences
- Private law (civil) sciences
- Criminal law sciences
- International law sciences
