THE COMPREHENSIVE CHANGES IN THE SPHERE OF COMBATING ILLEGAL MIGRATION BY THE APPLICATION OF INNOVATIVE SOLUTIONS

The article is devoted to the comprehensive changes in the sphere of combating illegal migration by the application of innovative solutions and proposals for amendments and additions in the migration legislation. The introduction of Comprehensive Migration Centers is suggested. Thanks to that, all the departments, providing a full range of migration help, up to the hotel service, will be concentrated in one place. Specially designed electronic plastic migration cards with a microchip of system «GLONASS» for the registration are provided for in the Comprehensive Migration Centers. All information on migrants will be automatically downloaded to the migration card and in the future it will be available online through a special reader when migrant are checked by Migration Service. The return ticket with open date is invited to provide in the Center when migrant is registered. The construction of temporary accommodation of foreign citizens who are subjected of administrative expel from Russia are also provided for.

The proposed innovations will enable: 1) to significantly reduce illegal migration and thereby appreciably increase public security both indigenous population of Russia and foreign citizens themselves; 2) to replenish the state budget at the expense of a) filling the amount of tax payments which the state does not receive because of illegal immigration and the underground labor market; b) cost savings on maintenance and administrative expulsion or deportation of offenders. We firmly believe that these innovations will raise the prestige and authority of legal migrants. No doubt the level of security in the region is increased.

Only a comprehensive approach in the combating illegal migration and improving the migration legislation with the application of innovative solutions will efficiently and as quickly as possible enable to significantly reduce the scale of illegal migration. If we compare the losses caused by harm from illegal immigration to the economy, public security and other areas, the introduction and application of the proposed innovations will enable to recoup for all costs in the short term and to bring only income in the state treasury in the coming years.\
