THE DETAILS OF THE PREPARATION AND HOLDING OF THE REFERENDUM IN THE EXISTING RF TERRITORIAL SUBJECT CONCERNING THE NEW RF TERRITORIAL SUBJECT FORMATION

The article views principal novelties of Federal constitutional law dd 17.12.2001 №6-FKZ «About the Accepting of a New Territorial Subject in the RF and Forming a New Territorial Subject in the RF”, as amended on 31.10. 2005. №7-FKZ, associated with the regulation of the subjectively-objective sphere of the referendums aimed at uniting. The given provisions are stated as the exceptions from the general order of organizing and holding the referendums in the RF territorial subjects, which are fixed in the special federal law dd 12.06.2002 №67-FZ “About the Principal Warranties of the Election Rights and the Rights for Participation in a Referendum for the RF Citizens”. The exceptions are associated with the initiative for the referendum holding, formulating the referendum question, organizing voting, conditions for the final decision taking.
