The article covers the research of impeachment procedure as it is seen from the legal positions of the participants of the Constitutional Meeting in 1993. Much attention is given to the “political atmosphere” in which the draft project of the Russian Federation Constitution was being developed. The analysis is done of the legal status of the RF President as the Head of the state.
