STANDARD AND LEGAL FEATURES OF MODERN SYSTEM OF THE SOCIAL HELP TO CITIZENS

Category of "state social assistance" and "difficult situation" placed in the federal laws are not correlated with each other. Despite the obvious advantages of the existing social legislation in the form in which it exists, it clearly does not meet the requirements of the modern development of the society and has a formal, declarative in nature character. Most rules are referential, have no direct effect.

Meanwhile, as the leading member of the Institute for Socio-Economic Problems of Population and Russian Academy of Sciences L.M. Prokofieva, the regions have developed different ideas about the "difficult situation", and measures of social assistance, which certainly affects the performance.

This contradiction can be noted on the content analysis of legal acts (laws, decisions of the executive and legislative authorities) of the Russian Federation to provide state social assistance to the population at the expense of regional budgets, carried out by a team led by L.M. Prokofieva, which leads to the conclusion that at present different approaches to the provision of state social assistance to the population means-tested social assistance have developed in the regions.

Under the conditions of formation and development of the modern system of social assistance is needed the most effective system of measures of state social assistance in the form of various allowances, lump sum payments granted under the federal and regional social programs for families and individuals who find themselves in difficult situations.

In the conditions of formation and development of modern system of the social help the population needs the most effective system of measures of the state social help, realized on the basis of federal and regional laws and social programs for families and citizens who have appeared in a difficult life experience.
